Loni Hancock (D-Berkeley) and a key component of Senate pro Tem Darrell Steinberg’s “LIFE” Act — a gun control package that was largely not passed or vetoed by Governor Brown last year — the proposal now seeks “to erase the stain of Proposition 187” and is helmed by Sen. Kevin de León (D-Los Angeles).
